Arbinet Names Norris M. “Buddy” Hall III Senior Vice President, Network Operations and Development

Leading B2B telecom Exchange names communications industry veteran to Senior Vice President, Network Operations and Development position as part of continuing senior management build out

NEW YORK — March 21, 2000 — Arbinet Holdings, Inc. — the world’s leading exchange for trading and delivering telecommunications capacity — announced today that Norris M. “Buddy” Hall, III has been named Senior Vice President, Network Operations and Development. Prior to joining Arbinet, Mr. Hall served as Senior Vice President of Network Operations at Talk.com (NASDAQ: TALK), a $516 million e-commerce telecommunications services company that conducts its marketing, billing and customer support functions on-line as the exclusive provider of AOL Long Distance (NYSE: AOL).

“We are very pleased to have Buddy join our team,” stated Anthony L. Craig, Arbinet’s Chairman and CEO. “He has spent the last twenty years building and operating some of the largest international voice and data networks in the business. His experience spans the voice and data worls and is expected to provide Arbinet with the expertise to execute our members’ on-line trades on any type of network infrastructure.

At Talk.com, Mr. Hall was responsible for managing the operations division. In this capacity, he implemented Talk.com’s international wholesale business infrastructure. Prior to joining start-up Talk.com, Mr. Hall was the Vice President, Network Operations for Cable and Wireless USA, and was responsible for the overall operation of C&W; USA’s switched and data networks. Previously in his 13-year career with Cable and Wireless, Mr. Hall managed a series of operations including deployment and management of their worldwide IP network, and creating C&W; PLC’s Network Access Points (NAPS) for Internet peering and customer connectivity.

Commenting on his new position, Mr. Hall responded, “I am tremendously excited to be joining the operations team at Arbinet. By creating a dynamic feedback loop between an on-line trading floor and a carrier grade physical switching and delivery network we have created a telecommunications technology which we believe will enhance our members’ ability to trade network capacity on-line.”
